For certain sections of Leone’s movies, particularly in the Dollars trilogy, Morricone would bring a finished piece of music to Leone and then Leone would morph the scene around that music. Sometimes even editing scenes to build up and fall back at the same time as the music. When Tarantino says cut to music he meant that Leone would edit scenes to fit Morricone’s music. This is the opposite of what many directors do. Usually a scene is mostly finished before a composer sees it and starts creating music for it. Or the director will give input at least as to what the music needs to convey. The music follows what the scene is doing, not the other way around.
