In that question "has come" given, in Q,tag only helping verb taken , here main verb is "Come"consider helping verb is "do or does". Depending on the subject. We take "do"only, in case question is without have +verb 3 , then tag follows "Have or Has". My cell 9492348865.

Here main verb is began, so you should take helping verb in Q.tag I.e did. So your answer ' didn't it' . To + infinitive is - to blow , this is not a main verb.

It is my mistake wrongly explained, now I verified , it should be - have they., Because has come given so helping verb is considered, i.s either have or has,here-. Have they. Thak you for finding the mistake.
