Technically yes, they are the same guys but The Dancing Strawhats are a different style and therefore a different group, the Quick Crew members and The Dancing Strawhats members are the same but have different styles. Quick Crew uses Quickstyle which is a dance style these 3 guys made and focuses solely on expanding on that whereas The Dancing Strawhats draws on Asia for inspiration. Hope this helps and makes sense :)
