So just a note for the 28000 people in Rukon, they aren't strictly dead per say, people don't die in soul society, their reishi gets reabsorbed into the soul society and then used to create new human souls. This would eventually happen naturally which is part of the cycle but the Hollow extermination "forced" Mayuri to speed up the process to get their souls back into the cycle. So while they as the people they were are gone, they have actually been reborn into new born babies on earth.

Even as someone who hasn't read or watched Bleach in 10+ years since the anime originally ended I remembered all of the recap shit, but obviously I know why it was there.. just kind of sucks that they decided to pad with that stuff and cut other material from the manga in favor.. this episode overall was good, but definitely a step down from the first 2 episodes in terms of direction and even animation a bit.. though I've heard the next couple episodes are going to be back to form where this one suffered a bit during production so makes sense..
