One step to revitalize the Japanese sword industry would be to allow for export of contemporary swords. The Japanese swords would command a very high premium over their mass produced Chinese imitators. Demand would be very high, prompting an expansion of production and a huge increase in the interest of younger people wanting to enter the industry as swordsmiths and polishers, etc.

I don't really get what you are proposing that isn't already common practice. You can buy contemporary and antique Japanese swords. Export is no problem, only very few antique swords are exempt from export. Whether you can import them into your country depends on local laws though. Prices start around 5,000 USD for a tanto and go way up to 30,000 USD or even more for a katana. Finding a smith and getting into their backlog is difficult though, especially for foreigners. Most of them are booked years in advance. The problem is that sword smiths can only make 2 katana per month. This is to keep the quality high and not create a mass market. So unless you can ask top prices, it's hard to make a living out of it. Most smiths therefore also do knives and related products to survive.

@@emulgatorx Custom-made Katanas in Japan start around 5 grand, I think. Like normal independent swordsmiths or Higotora. Also there are so many antique ones on eBay that start at literally one buck, though most of them are of poor condition and don't worth a lot anyway. But yeah, I don't get his idea, either.
