Can we have a system of allowing certain people in two countries to freely move and stay in these two countries? Suppose a group of HK people can stay in the UK, and in exchange can a group of British people stay in HK? We can promote the exchange of people, capital, and knowledge between the two countries but eliminate the immigration problem such as in the UK. Both people of the two countries can have the chance to emigrate. Both people can enjoy welfare, job opportunities, more choice of job and working environment similar to the working holiday. In Canada, nurses are willing to move the Newfoundland despite the lower salary only to enjoy a better environment and I think this arrangement will be welcomed by people.
