That’s just using normal quick attack after a dodge attack to trigger Shin Crusher. The command is × → □ → □ → △. But if I compare them, it does look similar to a strong attack. Nice observation!

The same applies to other yokai besides Eboshi. As part of the yokai mechanics, when they are in a state of ki zero and are in a state of confusion, they will flinch until the confusion ends.
