This is a perfect example of Dr. vasantraoji's absolute mastery over any raag, any bandish and/or any taal, in creating the mood of any raag with appropriate use of syncopations, combinations of the arohi and awarohi notes, speed of taans and subtle touches of layakari where noted are inseparable from laya. He has used Rishabh at 25.57 and 28.37-38. I wonder why. It is difficult to believe that it was deliberate. It must have been a slip. Can anyone throw some light?

It's not a slip. Use of Shuddh Rishabh in the taar saptak (only) as a 'विवादी स्वर' is documented in the Music books
