Khayal developed at the court of Muhammad Shah Rangila and Thumri developed due to the patronage of Nawab Wajid Ali Shah in Lucknow. Even today, most Pakistanis (who would define themselves as practicing Muslims) enjoy some form of music, whether it is folk, qawaali, ghazal, Bollywood etc. If you are interested in more details about what Islamic law says about music you can read "Music, Musicians and Muslim Law" by Lois Ibsen Al Faruqi.
