I distinctly recall someone modified the game's .bik files so they're just very small black scenes but some of the game gets buggy if you do that. It is still more replayable.

There's a ScriptHook mod on PC Gaming Wiki that allows you to skip the cutscenes. There are a few bugs, some very specific cutscenes you cannot skip, otherwise you'll either get softlocked, or a crash. But it's still worth it tho, saves so much time.

The narrative is the thing to be really appreciated in this game. The gameplay is linear yet guides you through a maze of drug addiction and violence. A rise from the ashes story playing as someone learning to take personal responsibility of thier lives. Kojimas games are susposed to be the same in a sense. The cutscenes build the plot and make the player feel directly appart of a story that's being told to the player.... And the player wants non stop action and very little story... It's a bad idea imo.
