"Internal Affairs" is very efficient at investigating cops within their own agency and dismissing complaints, finding the cop did nothing wrong. Even when the municipality pays settlements of millions of dollars to compensate victims of these cops and their families, internally the cops are cleared of any wrongdoing and back at work to continue their patterns of abusive behavior toward the communities they are supposed to serve and protect.
