That suits the elite government to have workers who do their tasks for the government without any interest in personal discovery or fulfillment. It doesn't suit the person who wants to do or be something that their caste says they aren't assigned to. It makes humans into worker slaves for a serfdom rather than fulfilling their own personal choice of experience within that community. When this is understood it becomes a division. If it's not understood then the slave knows their place in the system and accepts their assignment without question. It's a division of sovereign being versus slavery to serfdom with appointed assignments and no choices there in.
