The in-lore reason is that Radical Highway was the zone when Shadow was at his peak of anger. The angrier Shadow Became, the 'easier' it was for Black Doom to control him. But we all know how that turned out.

UPDATE!!! The game soundtrack album includes 3 more remixes 1. City escape if Doom's eye was in Sonic's white space 2. Supporting me with Vocals... and 3. Radical Highway 4th encounter if Doom's eye interrupted Shadow in Chaos island!!! that's 7 TOTAL REMIXES IN ONE GAME!!! (the last one is just not in the actual game)
