That is certainly an interpretation you've got of him... I don't put any stock in it though. There are reasons why people regard Jevil as a complex character: Because, unlike you, they've not taken him at such a reductive face value. They note what Seam says about him and the reasons behind his madness, they note that Jevil makes meta observations, they note that Jevil was locked in a 3d room and has bullet patterns that rotate along a horizontal axis around the bullet board... I- I hadn't even heard of deltarune until I found this song, yet you're right... Dimentio? Jevil seems like a nod to him while still being his own character. I'm impressed, Toby Fox.
