You need to finish the cumulative quest that requires you to get diamonds in the game. Essentially, that quest requires you to top up in the game. I'm only an F2P so I can't really complete that quest.

If you are playing in the new servers, then the Hyper Journey Event is not yet available on those servers. Even in the Taekwon Server, that event is not yet available.
