Yesss I feel you!! I never show my bare legs so I was very pleased that it wasn't just shorts and socks haha, I always wear dance tight with nude leg characters

I would hand sew snaps in place for the items you don't to use safety pins for! If you're very careful - it shouldn't run the material! Fabric glue could be used if you're nervous about the needle too it just might not hold the bow so well because it looks a bit heavier than the other bits!! The outfit looks super cute on you! :)

if you look closely when you compare raiden shogun and hu tao, you can see that raiden's dress has twin tails at the back, just like hu tao's coat. the only difference between raiden shogun's twin tails and hu tao's is the color

I think DokiDokiCos sells a Raiden Shogun with socks and no skin colour. They make very beautiful cosplays but I hear the Genshin ones take a few months to ship. I know for some people that can be a deal breaker but I've ordered a Demon Slayer cosplay and Jujutsu Kaisen cosplay from them and I think it was worth it.
