More along the lines of Sam's training. Most of his skills are muscle memory. To get cybernetics he would change how he fights. In short getting cybernetics wouldn't make him Sam anymore.

People say this a lot and it really undersells how skilled Raiden is. Raiden, in his base form, beat Solidus one on one, with almost no prior experience with a sword. That's a fact, because in Rising, he tells Courtney he didn't grow up using a sword, so he took down a skilled practitioner in a sword fight after just one night of wielding a blade. There's also the fact that if Sam really was THAT much more skilled than Raiden, he would've won the second fight as well. People think Raiden only won because of his body but that couldn't be farther from the truth.
