I don't know if that's true for the Raiders. They have consistently drafted high end kickers. Just like 90's & 00's Niners were a QB farm for multiple teams (mainly the Chiefs), the Raiders were that with kickers. It's a combination of them having good scouts for kicking, and them being willing to go a bit high to ensure they get the guy they want.

I mean, the Chiefs are one of the top teams from a good few seasons straight right now, but they've literally never been good at picking QBs and it's hard to say they've broken out of that decades long slump when Mahomes is their only great pick. One in a row isn't much of a pattern. The Lions are another example, where they're doing amazing this season, but they have never drafted a top level QB. They've drafted good QBs, but never great. In fact, the two QBs Detroit drafted that made it into the hall of fame didn't play a single game for Detroit - and they were both from 60+ years ago. The problem with the Raiders isn't their scouting or their drafting - it's their owner. Nothing can save them from the stupidity of the Davis'. Pure greed driven family that saw success half a century ago and has acted like they knew it all ever since. Terrible owners.

The Lions punter, Jack Fox, is five for six passing over the last three years for five first downs. His one incompletion was dropped by the receiver after Jack threw a perfect ball over his shoulder. Jack Fox was a high school QB and throws a very nice ball. He is a damn good punter too.

A couple of AJ Cole fun facts. With just one punt and that pass AJ got 28 more yards than the rushing attack got all game, and his total yardage was almost 3 times as many as the running game's. On six other occasions this season he has got more yards from a single punt than the entire rushing attack combined got all game.
