+Amattew rail Productions Good question, but from all I know, Amtrak possibly changed the rule of the marker lights. They probably want the marker light to be at least at or above the head light, and if the marker lights aren't above the head lights, they must have the headlight on either with or without the marker lights. I've seen them doing that on the Surfliner along with Metrolink. They also do it with P42's most of the time and sometimes they don't. There's some railroads that don't do it like Coaster, CalTrain, or ACE, so I know it couldn't be a FRA rule, it was probably Amtrak's rule itself.
