The left of the road is Indiana and to the right is Ohio. The train was passing from East to West.

Actually this is a GE E-bell.. You can tell because instead of the classing 4 prongs at the bottom of the e-bell that WCH has, the GE ones only have 2

From this side, the right side is Ohio and the left side is Indiana. I returned years later and recorded a much better video (train meet) from the other side as well.

They're functioning normally. With the latter gates coming down after the initial gates come down, one is able to cross that track in the background instead of getting caught under the bridge.
