I have to say that this is unique for a Federal Signal Modulator to be painted with each disk a different color of the rainbow. Rainbow Dash would be proud to see this!

If I recall correctly, I came accross a newspaper article about how children were afraid of the siren (it's next to a school I think, they were scared because of how it looked) and the head of the office or the county or something decided to ask the children what to do to make it look less scary and set out a drawing/redesigning contest, which made it end up like this. I quite like it actually, and from all of the sirens being able to give a spoken message I've seen on KZbin so far this one is definitely the one with the best clarity in the voice. We have 3008's and in some more rural area's 2004's in The Netherlands, which produce a completely different sound, by the way.
