He is not above the constitution, the positions you are talking about are provided for under CoK 2010. It will need amendments of CoK through referendum. The positions that he is scrapping are the ones which aren't in the CoK.

Not only should these offices be shut down but all the public taxpayer's money, every penny that has been paid to these offices must be recovered. Kenyans do not have this kind of money to waste this way.
