Hello!! There is no discrepancy in the video. The act came into force on 1st of April 2003, it got president's assent in February 2003 and was enacted in March 2003. After that, through a gazette notification, the enforcement date was announced. Please don't be confused about the dates, read the notification that states the enforcement date.
