RSTV Vishesh - 12 July, 2018: 74th Constitution Amendment I 74वां संविधान संशोधन

स्थानीय स्वशासन को मजबूत बनाने की कवायद संविधान लागू होने के बाद से ही शुरू हो गई थी..लेकिन देशभर के लिए एकरूप मॉडल नहीं होने की वजह से स्थानीय स्तर पर सही मायने में सत्ता का विकेन्द्रीकरण नहीं हो पा रहा था। ग्राम पंचायतों और शहरी निकायों को सही मायने में संवैधानिक दर्जा 1992 में मिला जब संसद से 73वां और 74वां संविधान संशोधन पारित हुआ। 74वें संविधान संशोधन अधिनियम के लागू हुए 25 साल का लंबा वक्त गुजर गया है। शहरी निकायों में लोगों की भागीदारी भी बढ़ी है। स्थानीय लोग अपने हिसाब से अपने इलाकों के विकास से जुड़े फैसले ले पाने में सक्षम हो रहे हैं। देखिए विशेष में 73वां और 74वां संविधान संशोधन से जुड़े सभी पहलू.....
73rd and 74th Constitutional Amendments were passed by Parliament in December, 1992. Through these amendments local self-governance was introduced in rural and urban India. The Acts came into force as the Constitution (73rd Amendment) Act, 1992 on April 24, 1993 and the Constitution (74th Amendment) Act, 1992 on June 1, 1993. These amendments added two new parts to the Constitution, namely, 73rd Amendment added Part IX titled “The Panchayats” and 74th Amendment added Part IXA titled “The Municipalities”. The Local bodies-‘Panchayats’ and ‘Municipalities’ came under Part IX and IXA of the Constitution after 43 years of India becoming a republic.
