I think at this point with the new cop prio system it's more of a behind the scenes punishment thing. Meaning cops who are braindead and can't RP will be stuck with crap prio(stuck in UPD) and cops who perform well will get invited to a department quickly.

I’d think a game like this where there aren’t many co sequences to being shot in the head or thrown off the tallest building, that “safety” is hard to be concerned about. Would probably need rules about having to stay off duty for a certain period of time to “recover” from injuries sustained on the job. Or if you get shot in the head you are just dead regardless if EMS is called. Some kind of consequence that makes safety a real concern.
