It's because the rest of the city is incentivising car use. This is what no government in india is understanding. If it is easier to take a car or taxi to your destination, people won't use mass transit. Pune needs better last mile connectivity - footpaths, buses, etc. Still, inspite of Pune lacking in these, the increase in ridership has been impressive.

Metro Traveling Depends Upon Preference Like From PCMC To Pune Station Is Best Way To Travel But Internally In Pune City Is Not that useful Is workplace or Your Location Is Nearby Walking Distance From Metro Station, Because Of Poor And Worst Auto Services

Metro in Pune is more useful for people who are living like in pcmc but had to travel to Pune as majority of the universities are there and also for working people...pvt transport can be costly in this case

People will prefer the mode of transit that best serves their needs. In most countries, that need is served by public transit. In india, the government fails to understand how induced demand works, and as a result fails to invest in the right projects to boost public transit use. They can build 300km of metro in Pune, it won't mean anything until people can walk to their final destination. Traffic calming, reduction and formalisation of lanes, these are what India needs.
