yes, yes they can. they can even generate an ATIS from VATSIM even if there is no ATC currently active. it would be built like an actual atis but the ATIS identifier would be generated randomly but the same for everyone wouldnt it be nicer if we would stop comparing addons across plattforms? that would make the flightsim community that tiny bit less toxic again (there is no denying that it hasnt become toxic over the time)
