Elen is not Noir. Noir is the previous name by which Diablo was known. And her elite guard has restrictions on them, they power only when her life is in absolute danger. In this case it is but Ifrit is just that much more powerful. And she was not around at the time Milim turned Demon Lord, she only knew the story about Milim converting into a Demon Lord.
