The only one that can strike Conan is Soze or Andrews. They are head of state police which comprises the Troopers and Rangers. No department will give strikes or suspensions to other department members, exception being if it's an immediate issue like in the middle of a scene, but even then that issue will be communicated with the head of their department, who is ultimately responsible. They can keep that punishment, remove it, or increase or decrease it as they see fit. If departments have beef with other departments they bring it to Soze and he will rule on it

No, Soze told Conan along with Ziggy they can operate the rangers as they see fit, change ranks and be independent but if anything needs a more senior approach Soze or Andrews will make a decision. They are apart of the state police but only Soze & Andrews can override those two.

From what I’ve gathered it’s basically Soze and Andrews’ equivalent to Assistant Chief or Undersheriff. Ziggy and Clarkson are one step below HHC. Clarkson and Ziggy are now seemingly equivalent to Rhodes, Malton, and Colombo. Meaning they are one step above captain and one step below HHC.

I don't know what being in a High Command Position does for the Rangers when they don't have the numbers to call themselves a full police department. Pred, Baas and Toretti have done the work to fully staff their departments. With the Rangers its 1 or 2 on Duty or Troopers even less at a time. And the other departments have hiring departments that have done quite well to fill the volume of what is expected. I'm not trying to be an Asshole but the Rangers and Troopers really don't have the miles walked to claim any kind of power. Any sort of delegation is gonna come down to other departments being expected to help them rather than other departments wanting to help them as is the case with BTF, SRU, HVTU and SWAT. The Troopers are supposed to be the driving division and that's basically covered by SRU. The Rangers, I don't really know what they do that is different to the PBSO or LSPD on a very minimally sized level. I guess they target Parks and Animal associated crime. Honestly, it would be cool to see Rangers claim the Mirror Park area and all of the upper end housing area near the ranger station for general patrol but that won't work without the numbers. I don't really see what this restructure will do other than force other Departments to pick up their slack.

Rangers should only do wildlife stuff now that they are autonomous unit. They wouldn’t have jurisdiction in most crimes unless the crime originated in there jurisdiction. PBSO and SDSO would split the county for each of the their respective jurisdictions. The county includes LS within its borders. LSPD would only have jurisdiction within city limits.
