Summer/winter settings (or times) and a place in the US in three letters is a fairly common clue type referring to daylight/standard time. In this case Eastern Daylight Time (EDT) for example.

I think it's more often "Winter hours in NYC" or "Summer hrs in Chicago" to avoid "time" in the clue and have an abbreviation.

First 12 minutes it's going o-k. Lilly says "hey, I'd like some attention!", and once the kiddo is in his arms the answers come a-flying! Lilly for the win today! (well, and every day, but a big helper today!).
