This channel is just uploading replays from these players, he can't answer this for you. I've been watching a lot of this Voli player and he always maxes q first. I looked it up and this is is highest winrate skill order. I tried it and it feels really nice if you play lane agressively like him.

It's the speed buff for the most part, if you're up against a character like Nasus where you fight rather than chase, I'd say max W but if it's like Kennen Jayce etc, Q is usually the better result.
