Putting crocodile's suna-suna devil fruit in F is criminal, Bro could literally spawn tornadoes, sink people in sand, compress a tornado and turn it into a nuke and bro still ranked it at F. Like yeah the water weakness is really unfortunate, but if given to the right user like crocodile and used in the right places like a dry place nowhere near to water it could be very devastating, it even showed how devastating it is in the anime.
