Hazamada is stil the same height, it's just that after he got beaten he was humbled. He is represetend shorter than he actually is. Same as Koichi who is about the same height as Giorno, but it is just a visual representation. For Anasui if I remember correctly he was supposed to be a woman but Araki's editor asked him to change his gender because there wasn't many men in part 6

The reason Araki changed Anasui's gender was that he apparently intended to make Jolyne a lesbian and have a romantic relationship with Anasui, but his editor was against the idea, so he ended up changing Anasui into a man soon after
