I don't mind grinding once in awhile but this looks like a pain to get both items as well.

Been playing this game for years, never knew about this. Got him 5 times in roughly 5 mins of grinding. Only got the first drop (Lucky Ring) so far, so that should help out in getting the second drop ;)

Since the luck stat doesnt work properly in this game the only thing Rare Ring actually does is make the Rare Ghost appear more frequently

I manage to get the mystic brooch on my first try. Im very lucky sometimes in that game, in order to drop the rare item more frequently try to equip the rare ring.

he appeared to me up in the room just right of the highest central save point in Castle A.. I looked here to KZbin to see if it was just me since it was there and then ran right off!

it takes me some time to find it in other places. The problem is it's hard to tell the correct point where he will stand. this one is the easiest one. manage to get all of his item drops from this place.

There doesn't seem to be anything suggesting that. Konami probably thought they were being cute with this enemy and making it look like one of Santa's elves; the joke might be that a person only rarely catches a glimpse of anything related to Santa's workshop.
