FL does not start until 18 000 FL10 doesn't exist

Depends on the transition altitude/level, in my country it's usually altitude up to 5000ft and flight levels usually from FL060 (depending on pressure that day). Then you cross border to Austria, where due to mountains, and you set your altimeter back to QNH, because due to mountains, they use altitude up to 10.000ft
