You misunderstood the last part. Whether iKaant gets disqualified or not is not up to the team captians but the Org. They didn't know of his behaviour before Broekis call with Dantes+Yamato so the org didn't decide if they DQ him aswell. The thing with the other team captains voting is for the new players Dantes has to bring in so that he can't use this opportunity to massively upgrade his team which would be unfair to the other teams. By leaving the choice to the other captains NNO prevents to be blamed if Dantes team ends up performing so they don't end up in a similar position like Dantes with his tournament where they make a decision and then get hated on by the community with teams dropping out of the tournament.
