Even on Ray's POV, Sheila got pulled back out of the water so if she's not in the water on any POVs, she can't really be considered ocean dumped and will remember unless charlieblossom chooses to play her as not remembering.

Ray/Cups wanted to get back at Kirk and Yappy for what they did to her car, and (unbeknownst to Chatty), Cups also really wanted to say “I love you” to Chatty. Ocean dumping erases the last hour or so of memory for a character, so canonically, Chatty won’t remember what she said to him. She wanted to say it, but not necessarily have him *know* she told him, yet, which is a very Ray/Cups thing to do.
