Raylan told Art he was there when Nicky got shot. Art slugged him in response to this and well, probably a lot of other shit he did. This was pretty much the breaking point for their working relationship. It was never the same after Raylan revealed this.

Raylan set up a man to be murdered. Art told him not to go after him, he disobeyed and lied. And now that Art knows, he’s complicit in his crime.

Rumors are flying around that a federal agent was on scene when the hit on Nicky went down. Art starts investigating. Pretty much confirms through interviewing one of the Witnesses that it was possibly Raylan. He later confronted Raylan. Raylan admits that he would do anything to protect his family. Raylan gets suspended. Art is now caught in a situation where it's his duty to turn Raylan in. Raylan goes to see him at the bar. To get some idea if Art is about to move forward with criminal proceedings. Art reacts in digust because he feels betrayed by Raylans actions.
