It's kinda the only explanation but I literally can't see how that happened... If you go frame by frame you can see the shield is covering the entirety of Fox's body (edit: the part that's relevant to Fox being hit in that scenario, that is). The only other explanation I can see is Ice maybe acted OOS and got caught in the literal first frame, but not entirely sure as that's not shown in the frame by frame.
