Hi Sir! Question. If fs isn't given, you are suppose to use fs=0.50fy. Where does fy come from?

fy is given for that case. In actual practice, it can be found at the specs of steel bar, based on what grade your reinforcement is.

You can also find it at the tip of your steel bar. In problems, fy is given.

For one row of bars, since centroid acts at the center of bars Overall height = eff.depth + (dmain/2) bar +dstirrup + conc cover For case of two or more rows of bars, effective depth is from the topmost fiber of concrete down to the CENTROID of bars.
