it seems that the utilities still remember the painful experience when they over contracted at very high price in the last cycle. It is not a surprise that they are hesitant to sign long term contracts this time.

Sort of yes. Or more like they don't care. Not in their job description to get the best price. Uranium will be there at the right price, or so they think. I would like to see a mad scramble. Will it happen? It should do but so far this market hasn't been logical 😢
