The buggy method is so frustrating because it can seem like you're safe and then you get shot through the hole in the back and then it takes 10 minutes to set up another attempt. I'm going to give this method a shot. This us one of the very last things i have left to do in ch2

It's not because of taming, this is how the game detects where you are. Basically, when you're in 1 of 4 major regions of New Austin or in Guarma (with some additional conditions), the sniper starts working (making first few shots with random offsets, though some are usually hidden by loading screens). But this area is somehow treated as "out of map" (or, more precisely, "out of sniper working area"), so sniper stops. It's just the tip of the island, but big enough for taming the horse. Easily accessible on foot or on buggy. Or, if we want to go full technical: bounds of New Austin regions (those that sniper function checks, not those you can see on the map) are just polygons. They're more detailed in playable areas, especially on the border with West Elizabeth, but much, much less detailed on the north and west sides (this is why when you're out of map and getting close to, for example, Rathskeller Fork, sniper starts shooting way before you reach the actual playable area). And this island is very "special" because the Rio Bravo border here is, well, not very detailed. If you open the map and draw a horizontal line through this island, you'll see what I mean.
