You have to have friendship level 7 with Lala, there is a flower to water in the clouds too, but I don't remember which one 😥😅

I spent ages looking for this too but I just found mine where you make the cotton candy! the blue flower pot with the white ribbons on it, you can water those and they give you the star plans
