I imagine Ms Joke would always try to drag Mr Smiley to Aizawa to get him to laugh but Aizawa would erase the quirk every time they meet.

These 2 OVAs were really fun and silly!! I'm with you, he probably could've been taken down very easily, but he was a fun/harmless character. Looking forward to season 6!

To answer your question : "Why do they keep trying to get his attention?" Mr Smiley wasn't known outside of the police department trying to arrest him, so the other cops might not have known what he looked like. But more importantly, I think it's just a reflex for heroes and cops to call out to the criminal before trying to subdue them. You're not supposed to just attack someone from nowhere, even if you are a hero attacking a known villain...Even more so when the guy is just wanted for vandalism.
