Just to clarify, there was much more to Luca's men betraying him than just Tommy buying them out. Tommy didn't actually buy them out at all, he reached out to Al Capone in Chicago and got him to buy out Luca's men for him, who by the end were just mercenaries working for the highest bidder, Luca. The American mafia's were at a stalemate at the time, and if any one of them made a move on the other it would have resulted in a war between the different families, but as Tommy explains, if the Changretta family is wiped out in some stupid blood feud in Birmingham, Capone could have easily taken over their turf in New York by buying out their soldiers without ever starting a war. When Luca's men return to New York, they would simply move into the employment of Capone, the new highest bidder. Tommy was playing politics. Big fucks small! The show was definitely at its weakest right in the middle, though Kimber was absolutely the weakest of the enemies through the entire show. At the start we had Tommy pretty much at war with Campbell, who later returned to play the enemy once again. Mosley at the end becomes Tommy's nemesis, the man he can't beat. We have two big bad guys that span multiple series, but right in the middle we just have this random assortment of enemies, a bit of this and a bit of that, and they just don't really go anywhere. I mean, aside from John's death, what lasting affect did the whole Italian war have on the series after Luca's death? Nothing. It just moves on to the next big bad. The whole thing feels like filler, even though I must admit that the Italian war is actually my favorite series! I much preferred it to the IRA plot that goes absolutely nowhere except for Polly's death, which I'm sure we all know wasn't even supposed to be connected until the passing of Helen McCrory. "Ar Pol."
