Most servers have scuffy locals but NP is a lot more due to the high amount of extra assets and people compared to others. Also NP traffic density seems higher than others too.

Scuffed locals is just fivem, fivem is still client based not server sided, which means that locals will be random fot everyone, not always amd fivem tries to sync them up, but its just a fivem problem that might never get fixed
