Of course is legal, the rules say it, also giroud not count as wearing 2 numbers becouse he have to take the shirt just for the fact that goalkeeper have to wear a different kit from the rest of the team but giroud still giroud as maignan still maignan so the number still 9 whatever position he take, Milan also selling giroud goalkeeper jersey with number 9 i think you can still find it in the Milan's stores
