It should be noted that when the volgun says that a sentence has been stricken from the document, the information is no longer accurate or true anymore according to the foundation. In the actual scp file on the wiki the text is crossed out for more context.

If it he says that something has been stricken from the document, then that generally means that whatever was originally said no longer applies.
