That’s actually referring to Cobi at Marine Ford. He was the one who spoke loud to the people about the marines shown at the execution were not the ones he wanted to join. This led to him becoming a hero of sorts to the common people.

Not sure if it was intentional or not but was a cool nod since Tighten Up dropped the day after this cypher dropped.
