Oh FFS. YES, that is Colossus. NO, he is not always covered in metal. He's only depicted that way in the Deadpool movies because of the size they made him via CGI. It was just easier and cheaper to keep him encased in metal since his size in those movies would require to him to always be CGI with or without the metal skin. It was seriously just a budget thing for those movies.

This scene is one of the reasons why wolverine is my favourite character in ALL marvel movies, ( maybe except Deadpool) he's sooo AWESOME, took out nearly all intruders and managed to save nearly every student in the mansion

The little girl with the sonic shriek is ''Syren'', she's related to ''Banshee'' who has similar powers, ''X-Men: First Class''. That's obviously ''Colossus'' that shifts from normal to armored form. In the comic books he's Russian, which is also true in Deadpool.
